Error 1406 During Install
I've had a number of customers contact me lately about errors during new product installs and updates. The error they are receiving is 1406. Initially, Autodesk had no clue what was going on and kept directing me to the Microsoft MSDN article(link)
Seems there's a bit of a bug in the Macromedia Flash player used in the install screen of Autodesk applications. Macromedia is apparently working on it but there is no known fix yet. Two methods I have found that have fairly good results are as follows:
1. If you get a 1406 error message when installing Inventor, keep hitting 'Ignore' when installing and the install will complete. Start Inventor and if the Content Center is broken or not there at all, do a Repair install from the Add/Remove Programs screen. One customer has had success with this method.
2. The preferred method is listed below and was sent to me from Autodesk Support:
We have seen a rash of 1406 errors recently.
We have noticed that there could be a mistake in the permissions for this registry key; on the affected computers the group 'Everyone' has special permissions: they are DENIED for Read en Change.
-Administrators have full control but the 'denied' rights are higher in level, so the administrator is denied.
-Also on other similar registry keys we don't see the 'everyone, special permissions'.
If you change the permissions of the folder (for this registry key) for this user group (everyone) to 'Full Control' the problem is solved; you can click retry and the installation continues until the next error (you receive 3 errors in total).
Example of affected registry keys:
[HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{D27CDB70-AE6D-11cf-96B8-444553540000}] :@="Macromedia Flash Factory Object" and [HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{1171A62F-05D2-11D1-83FC-00A0C9089C5A}] :@="FlashProp Class"
If I get a more definitive answer I will update this article.

Also this problem is easily resoved with uninstalling Flash Player:
Once you recieve the 1406 error, dont igone the mensage, proced:
In windows Start>Run
Type: c:\WINDOWS\system32\Macromed\Flash\UninstFl.exe
Type Enter
Confirm the Message with a Yes.
Click on Retry button on Installation.

NB: for Flash > ver8a (such as the current Adobe Flash 9) this uninstalling thingy does not work.
You have to go to the registry and manually change permissions to EVERY folder that the installation is complaining about. I found out that it helps going into "advanced" permissions and deleting the "Deny" for "everyone" first, and than giving everyone full access. Worked for me.

Since Flash updates its self, even it your system did not have the problem, it can become "infected".
The problem versions lock up some registry hives to prevent any other program from modifying them. One must follow the process outlined in the tech note to clean up the problem
Installation of any product that installs Flash may re-create the problem as an older version of Flash will install on top of a newer version.

Goog article! I'm spanish designer, and I have a similar problem, but with Autocad and 3d Studio.
First of all, during the installation appears the error 1406. I try with ignore and cancel, it continue the installation, and then appears an error: "you have insufficient rights..." Error 4.297.1007.
And when I run the programs appear: "A license system error has ocurred... License status 1.1.98
I don't know how i can do more!!! I try to do what you say in your page, but isn't effective...
It's posible to help me, and send instructions? my mail is: vicky_m.a@hotmail.com
